Polish dudes, although I think one of them only assisted with beta testing the game. The person you're thinking of is Michał Gdaniec who is indeed of Polish descent.
Fun trivia times: Mario Forever is made in Multimedia Fusion 1.5, continuing the legacy of some of the most popular Mario fan games to still be developed in Click software.
