Setting ambitious but attainable goals can be helpful when dealing with procrastination. Don't just set deadlines for the final release date - it's also helpful to set a timeline for milestones like completing the engine, finishing certain levels, and so forth.

I found that setting a target release date for projects like ROTW and CD3 to be very helpful in finishing those projects - especially once I reached the point where I had a clear vision for what I wanted the games to be and just needed to get work done.

Setting deadlines for process helps a lot. I can't speak on fan games, but with my artwork what I do is set deadlines for various stages of progress. It helps a lot.

Of course you still have to be strict enough with yourself to make sure you do meet those deadlines.

Typically, when I force deadlines on myself for no reason there's no real pressure to actually work by them. A much better idea is to give your deadline a reason, i.e. having some sort of "necessity" to why you have to do something by a specific date or time frame.

Just do it now.

Okay, to make things less procrastinating. I recommend writing down daily goals on your notebook (not on your computer or your phone). Carry the notebook with you all the time. It may be rough as first but you want to train yourself as a habit.

I'd make sure that you have a clear vision of what you want from the project before you set any deadlines. A detailed design document will help you greatly with prioritizing content, and you can then apply deadlines to each item on the design document. Setting deadlines for various features of the project may be more productive for you than just setting a release date, in my opinion.
