Because even the slightest infractions count as medium offenses in pedigree's case.

Small offenses count as medium offenses when you repeatedly break rules no matter how many times you've been warned for them. Stop wasting our time.

If you would stop breaking rules, they would eventually fall off. But you are making absolutely no effort to change your behavior.

See you are a repeat offender, so we're gonna look at you more harshly then someone who's fresh and new. These "slightest infractions" are also not very slight, and at this point it feels like you're just harassing Pedigree for doing his job.
