Allow to submit how-tos without setting a "target franchise"

So MFGG didn't let me submit my tutorial file if I left the "target franchise" in blank. Why is that? Unlike sprites and music, tutorials are almost always made to be used in any way the user wants to. So why do you need to set a target franchise to submit a tutorial file? Get rid of that.

Sorry man, there's no other way to remove that since I've experienced TCSMS acting up if I don't include it. I guess you can just leave it as "OTHER". I'm not touching TCSMS with a mile long pole.
