WIP Mainsite user comments list not showing all comments

Last summer, I noticed that if you clicked on a mainsite user's profile and clicked on their list of comments, some comments wouldn't show up (for example, comments they made on mainsite news posts). I adjusted the SQL query that pulls a user's comments. However, the new query doesn't seem to be working right for all users either.

I'm not sure what's wrong. This is a reminder that someone should eventually check on this issue.
