We have already, almost unanimously, rejected this idea and stated why in the thread linked by Cut Man/Yoshi 2000.
However, here is my current stance on it:
A downvote on a post is more prone to causing issues given its negative tone and missing context. If you'd like to give a member more constructive feedback on their posts, then please do so in a message instead (preferably in a private message so you don't derail threads).
Meanwhile, before the like button counterpoints, the 1up/like button prevents a bunch of "I agree" and similarly empty/samey posts on top of being a nice, thematic reward for contributions. Hopefully, someday, we do more with 1ups and coins.
