There are two things I want to talk about in this post.
How developed is Luigi? I mean, he was initially introduced a generic second-character reskin of Mario, but gradually his personality became a bit more fleshed out, in games dating as far back as the JP SMB2 and to Luigi's Mansion. Even Mario is Missing developed him!
Why is Mario generic? The big reason why he is generic is because the story of his games lack depth. How are you going to develop a character thoroughly with an excuse plot such as "princess kidnapped by giant reptile"? The very nature of the games themselves, with the environment and the levels themselves being the focal point, doesn't make much room to bring the character out of being generic.
