From what I can tell those are still 2D, they're just using Mode 7 to create a false 3D look. I assume that'd be allowed if you wanted to do that.
None of these look like they're using Mode 7 I don't think. They're just drawing primitives. Any computer will be capable of drawing polygons to convey a 3D environment, so the Game Boy can definitely do simple 3D graphics.
Now if you made something in Game Maker's 3D engine or something to that effect, that would def be over and beyond what the GB could accomplish. I'm pretty sure that's the kind of 3D RevampedSpider is talking about.
