I've played Sacred Bells and Pearls of Wisdom, and they were some of my favorite fan games. Back then I thought they were amazingly professional, but looking back on them you're right that they feel very much like fan games. I think that makes me enjoy them just as much but in a different way though. You could tell it was just the mind of some Nintendo fan making whatever he wanted to see in a Mario game.

As an unimportant side note, Pearls of Wisdom always makes me crave the corn chips and cheese dip from Chilli's, my guilty pleasure food. In middle school I missed a class trip because of a dentist appointment, and while I was bored at home I played that game all day and my mom brought home the chips and dip from Chilli's. This is actually making me really hungry.
