DONE Move suggestions back

The location of the Suggestions forum is inconsequential to the resolution and discussion of suggestions/concerns about the site. We moved the forum in the first place because it felt like suggestions involved a dialogue with the community and it generally looked nicer at a glance, nothing more to it.

Please do not make duplicate threads about specific questions or inquiries.
