If people only judged fangames based on their functionality, then what's the point of even having a fangame? Might as well have nothing but engines on the website then and just call it "Mario Engines Galaxy".
Super Mario Prism was rated higher because it was the first of its kind coming from Hello. I think SCL is only really disappointing because of a lack of improvement in the areas that needed them the most from his previous 3D games, despite what many people have many saying. That, and because there's no clear intent as to what kind of game SCL is trying to be.
These are just my thoughts though.
