In my early days of game-making, I subjected the world to a few Hello Engine games, like Marioy 2 and Mario's Steroid Adventure. (Though I ended up tweaking their mechanics a tiny bit.)
If a previous QC staffer - possibly even myself! - said they were going to crack down on Hello Engine submissions, they were talking about one-level games where the creator didn't even modify the title screen. We got some truly terrible games made with the Hello SMB1 Engine and Hello Engine 3/4 back in the 2008-2013 era.
I haven't seen a Hello Engine game in years - Gatete's engine has become the most popular engine in recent times. Regardless of the engine you choose, MFGG's QC is likely to accept a game if it's made with effort and care.
