Not necessarily; accents and race aren't directly related. A white man raised in Uganda can have a Ugandan accent, much like a black man raised in the UK can have an English accent.
I have no problem with poking fun at accents. I've always been teased for my mispronunciation of Spanish words by my hispanic friends. When I was in Asia, some of the people would giggle at my accent when pronouncing mandarin words. People even poke fun at the way I pronounce some English words. Why would that bother me? It's just an accent, not a trait of mine. Of course there are times where bring up someone's accent would be inappropriate, but that all depends on context.
That said I still think it's a bad meme.
