Alright, removing the bottom layer and relocating the tiles there does work, but it requires flipping the ones by Phantom. Here is one possible way to do that:

What do you think? It will require editing a few tiles to make sure other ones aren't obscured, but I think it will work. I could give an attempt to do it, but I don't think that I have the image editing skills to do it in a reasonable amount of time.
