Game Maker is a great starting point for making the kinds of games you have in mind. GM's free version is full-featured, and it's relatively easy for beginners to use while being powerful enough for moderately advanced developers.
You might want to try the Gatete Mario Engine, a GM engine that includes an impressive variety of features.
If you don't like GM or you find it doesn't quite "click" for you, Godot and Clickteam Fusion are also worth a try.
