TGF issues: "File error!" in Yoshi's Island PC

Drawing a blank on this, what does the "bass.dll" file do, by any chance?

It's been a while so don't cite me on this, but I believe "bass.dll" is a sound driver of some sort that a certain extension for TGF uses - Yoshi's Island PC is notable for using "authentic" YI music straight from the SNES, but since I haven't played it in a while I forgot if it actually plays back .SPC music or if it's all just really compressed .WAV files instead.
