Fact of the matter is that your defense of this meme boils down to "we're not making fun of Ugandans, we're making fun of their accent" and/or "if a white man was raised with Ugandans, he'd have this accent". You're literally splitting hairs and whitewashing the issue, making excuses for a racist meme that really doesn't belong in an inclusive environment like Mario Fan Games Galaxy.
As for "a white man could have this accent if he was raised with Ugandans"? Maybe, but we're not talking about white men in regards to Ugandan Knuckles are we? Ignoring the racist undertones of this meme is delusional and I really don't think it is up for debate, at least not a debate that needs to be had on MFGG.
Pick your battles, I really don't think you need to go to bat for Ugandan Knuckles.
If it is decided that this meme is not allowed on MFGG then that's fine, but there's nothing wrong with me discussing a topic with someone. The reason I don't think it's racist isn't because there are white Ugandans, it's because I don't think it's any worse than poking fun at any other accent. French accents are very often made fun of, and I don't think this is any worse.
That said I don't think this meme is that funny so I don't really care if it's not allowed here.

The accent belongs almost exclusively to a black nation of people and the meme introduces some offensive, stereotypical "clucking" as well.
You can't ignore the fact that the circumstances aren't the same as with France, which is much more diverse when it comes to race. Also, who said it was okay to make fun of the French in the first place? I certainly didn't.
I've never seen the stereotypical French man portrayed as black or anything other than white. I'm not trying to say that white people are being oppressed because people joke about their accents, I guess we just disagree on what is and what isn't considered racist. I don't think the accent someone has when speaking an unfamiliar language is something that should be taken seriously unless it's brought up at an inappropriate time. I realize it's a matter of perspective and everyone is going to have a different opinion on it, and if the people in charge of moderating this forum don't like it then that's fine.

To be honest, the ideal scenario: let's just not discriminate for any reason. This means don't make fun of anyone's accent or other characteristics beyond their control.

I'll weigh in and say that it's more than just the accent that makes it racist, it's the subject matter of the meme as a whole. Compare it to the Punch-Out!! boxers - they are also stereotypes, but they're much more playful, and the developers mock themselves alongside it. Ugandan Knuckles doesn't feel as good-natured and somehow I doubt it was made by a Ugandan. I could be wrong, though!
I think it's especially so since the Knuckles face used actually originated from a completely different joke that had nothing to do with Ugandans at all, mocking or otherwise.
