ok i want Wario to be like Mario but can shoulder bash and ground pound.
and waluigi to throw tennis balls and whack stuff with his hammer do i need like a mario egine and code the ablilties?

What tools are you planning to make this game with? You'll probably need to start off with a program like Game Maker, for example. Without this information, we cannot help you because every tool is different.

You should download the free version of Game Maker and look at some tutorials for platform games. If you like it and want to continue developing games using Game Maker, you can buy the full version and pursue your Wario game. You're going to have to program a lot yourself because nobody is going to have the time or motivation to make a game for you.

You put Waluigi or Wario by changing Mario's sprites included in the engine.
Change to 32x32 for Wario if it doesn't fit.

Other thing,
why does it not work?

Step 1: Find a picture of Wario and Waluigi on Google image search
Step 2: Print out the picture
Step 3: Fold the picture into a paper airplane, and throw it facing north making sure it has AT LEAST 8 seconds of air time
Step 4: Unfold the airplane and scan the photo
Step 5: Learn the fundamental basics of programming and how to apply them to a game creation platform
