what does ''slapped with a cheep-cheep'' come from and what does that mean ?

just asking because what it says on the main forum page ''don't worry, you wont get slapped with a Cheep-Cheep''

The General Chat on the pre-phpBB forums had a bit of an issue with members worrying that a topic they wanted to post "wasn't GC worthy". In response, the forum description clarified that it was usually okay and the next person to say it wasn't would get slapped by/with a cheep-cheep.
