Don't worry too much about getting just the right hardware. Obviously, you'll need a program for making your game. However, you don't need a super-powerful computer to make games with RPG Maker, GM, Clickteam, Godot, or whatever tool you use. People have made some pretty impressive fangames on PCs running Windows 98, after all!
So if your computer can run a modern version of Windows (or whatever your preferred OS is), it should be able to run the tools typically used for making 2-D fangames.
