It's time to rip-off Gatete's GAME DEV RESOURCE TOPIC and make it ARTZ!! leleellelelelelelee
Ok let's get on the point. This is gonna be a central topic about sharing most art-related resources as possible, not that infact i'm not the best artist while Gatete's really good to developing games that he did a topic related to game development resources. Unlike Gatete's Game dev resource topic, this topic has a much more open flexiblity into adding related content into categories, such as a different description template for each category. In any forms regarding art, the following type of art can be allowed:
  • Digital drawing
  • Traditional drawing
  • 2d Animation
  • 3d modelling and animation

So, let's begin.

ART PROGRAMS:
Any art-related program can go here, including free, open source and paid programs.
[+]Spoiler
  • Name: Paint.NET
    Company: dotPDN LLC.
    Price: FREE
Description: One of the most widely used basic image editing programs. It's technically not a Paint clone but it's a pretty normal and most standard image editor with intermediate functionality such as the support of plug-ins.
  • Name: Inkscape
    Company: Inkscape Team
    Price: FREE
Description: An open source vector graphics program.
  • Name: GIMP
    Company: GIMP(?)
    Price: FREE
Description: Another most known image editing software, but more advanced than Paint.NET.
  • Name: Krita
    Company: idk
    Price: FREE
Description: A program used for drawing (also has animation feature!). It is a free alternative to those who cannot afford Clip Studio Paint or Paint Tool SAI.
  • Name: Aseprite
    Company: David Cappello
    Price: 14,99$
Description: A pixel art centric art program full of features regarding pixel art working. It's so far the most useful pixel art program (for me), but it's cheap for a obvious reason.
  • Name: GraphicsGale
    Company: HUMANBALANCE, Inc.
    Price: FREE
Description: Used to be paid, it's a free alternative to Aseprite but offers a legacy interface to work with.
  • Name: Paint Tool SAI
    Company: Systemax Software Development
Price: The price fluctuates frequently, because it's priced in JPY, but it's FREE if you know where to look
Description: Basically another Photoshop editor, but this one is more geared towards art. Lots of people use it, including TheOdd1sOut. It has brushes, layers, tablet pressure compatibility, etc. etc.
  • Name: Clip Studio Paint
    Company: CELSYS
Price: $49.99 (Paint Pro), $219.00 (Paint EX)
Description: An really nice program catered towards people who want to do digital art. The UI is similar that of Photoshop and SAI, and has support for animation and comics, which actually can be only done with buying the expensive EX version. Some artists I know use this program, and it's really gets the job done.
  • Name: MediBang Paint / JUMP Paint
    Company: MediBang
    Price: Free
[b]Description: MediBang Paint is a better FireAlpaca with cloud features and it has a similar maneer to Clip Studio Paint's online service, thus allowing you to download materials (requires a free MediBang account). Also has a mobile/tablet app version for iOS and Android, allowing you to literally use the program on the go with keeping your works in your account. Bonus: For JUMP Comics / Weekly Shonen Jump fans (a japanese magazine and a manga line) fans, there exists an alternate version of MediBang Paint which contains materials from the manga franchises established in the JUMP Comics line (Dragon Ball, My Hero Academia, One Piece, etc.) and includes tips and tricks from JUMP Comics mangakas telling thier own techniques on storytelling, page making and a tutorial on how a typical page gets made. However, unlike the standard MediBang Paint, JUMP Paint is VERY popular among spanish fans (as the manga industry has been acclaimed a lot by spanish fans), so if your looking for tutorials on using JUMP Paint, you have to get some knowledge of spanish language as the subtitles really aren't included (unless you want to try to use YouTube's choppy auto-translating subtitles).

BRUSHES/PROGRAM RESOURCES:
Brushes, textures and add-ons for specific programs.
[+]Spoiler
Place one!

TUTORIALS:
Tutorials that teach you on drawing/working on a specific thing. Pretty much some tutorials are universal to any art program, especially Anatomy, Basic Drawing, Perspective, etc.

You could probably note that Aseprite's older versions are free and that the source is also available on github if you can figure out how to put it together.

Old aseprite looks pretty barebones and stiff to me when i tried it before buying. Also, I don't even think that you can get it for free if you try to compile the aseprite source.

You actually can with visual basic, just that you have to compile every time for a new version. So yeah, it's not completely free.

It seems pretty piracy to me. I honestly don't know what is the sense of making aseprite open source whilst you can buy the actual thing.
