I agree with there being more requirements than just "signing up", as we all know it's pretty easy to sign up for a site and forget about it!
I think it might be best to communicate with the staff of each affiliate and figure out what they define as a decent enough contributor. Post count isn't a great factor for two reasons: one, not every affiliate is a forun; and two, quality is often more important than quantity.
As for badges, I don't think it'd be too bad to see maybe slightly scaled up and paper-mario-badgified versions of the affiliates favicons.
Maybe we can add a field for people to share their profiles on these other sites (where applicable)?
