If it's playable and doesn't break any rules, then that would be why it was accepted. The goal of QC is to make sure games aren't rule breaking, aren't laced with viruses and that they run well enough, technically speaking, to play.
Honestly, is it really necessary to dig up a five year old game just to throw shade at staff for accepting it?
I'm pretty sure most of the QC staff has changed in five years and you're asking new staff why something was accepted when they weren't on staff to have been involved in the decision in the first place.
