What resources have you been using in your efforts to learn how to program? Some people learn best from books, videos, classes, asking a friend for help, or trial and error (though be careful with that last method!). There are a LOT of different ways people try to learn programming, and a lot of different ways people try to teach it. If one approach isn't working, try another one.
Also, if you're having trouble getting started, I highly recommend starting by making a simple minigame, instead of making a more ambitious project. You might call it a minimum viable product approach. This strategy was designed with for-profit businesses in mind, but it works well with freeware projects too. Basically, you want to make a simple but complete game so you can gather feedback and increase your skills and confidence.
