Keeping him banned for a year for something you admit staff were originally gonna just pm him on to ask him to remove the signature is pretty ridiculous.
Anything more than a couple weeks for that signature is just overkill no matter how you slice it.
Absolutely nothing you say can justify that ban length.
You can't have it both ways. You can't admit that the way it was handled was wrong and still change nothing.
The staff members that disagree are welcome to join the discussion in this thread or they can abstain their vote. That is the option afforded to them.
