The only one of those I've played is Cuphead, and parrying was definitely not a well designed mechanic in that game. Superguarding in Paper Mario 2 is a much much better example of how to design a high risk/high reward counter mechanic, because it requires skill in the timing of a single button press instead of just having an arbitrary opportunity to tap a button twice (frantic action games sometimes don't even have a sufficient time window to double tap a button once the attack appears). Double-tap parries are a meme in the gaming community for how fundamentally bad they are.
