It's a game engine, so you can use it.

as long as your game is playable on a Windows system, you can use whichever engine of your choice.

One question: Can we prepare graphical assets beforehand? Like, small base things like tilesets and hud (because of my bad time schedule and school work that isn't really gonna help me here)

You can use assets you made beforehand, but preparing assets just for this jam before it even starts is kind of like cheating.
There's no way we can detect that either way, so it's up to you if you want to be a dirty cheater or not.
