It is more advanced and efficient than Windows Paint XP (I can't even use the new versions), and less intricate than Photoshop, making it the perfect program for pixel and sprite artists.
Not sure if you're aware of this, but there's a website called photopea.com, and basically it's Photoshop for free and it does everything Photoshop can do. I've been using that for my game and it has proven to be a valuable resource for me. It's free and it works pretty much exactly like Photoshop works. They also have an Adobe Illustrator free version too, I just don't remember what it's called. The other reason I use Photopea is because, my game requires high quality sprites. My game isn't an 8-bit or 16-bit sprite game, it's basically another Paper Mario game, so I've had to use high quality sprites from different Paper Mario games. I highly recommend, especially if you're working with high quality sprites, that you give Photopea a try.

You should check out my game when you get the chance. Updates every week, and sometimes more than one update per week: Paper Mario: The Star Princess
