Worst that will happen is getting banned from Nintendo's shop. But this is pretty unlikely since they are still making money on what you are getting.
In your situation, I would either convert your currency to something that Nintendo will accept, or pick a region that uses the same currency as you.
From there, Nintendo really shouldn't give a damn.
