Not really. Having a laugh at a group of people's expense isn't the same thing as wanting that group of people harmed or excluded based on their cultural identity. The only reasons the meme is considered racist is either because some people are unreasonably over-sensitive or feel like getting offended for the emotional protection of others.
Abstract social concepts don't even work that way. Sanctioning a meme that may have potentially racist attributes doesn't feed some centralized "racism" body that links into everyone in society like a network. Racism comes from the actions of individuals who are malicious in their intentions, regardless if the meme is perpetuated or not. If not Ugandan Knuckles, they'll find some other way of spreading their beliefs.
