Although I am not part of the moderating team nor I am not really a staff member. I have to break several points out from my perspective in a logical manner. Let me put it this way:

If you constantly crying our for wolves and when it really happened, would anyone really believe in your words?

Truth being told, your past behaviors have sealed the view from others. When it is really a serious matter, it will be very difficult to believe. Most of the communities won't put up to this kind of behavior. If you have any objections, please feel free to let me know.

Doesn't matter, you still have to give a reason in the thread when you lock a topic. This shouldn't STILL be an issue. The staff have discussed that we should should be communicating a reason repeatedly.

I'm going to leave this locked because another thread with essentially the same suggestion has been accepted. It was locked originally due to continuation of a locked thread by another staff member. Sorry for any inconvenience or confusion.
